Paul Dean MRICS MCIArb

Founder and Managing Director

Paul graduated as a Project Manager from the University of Northumbria in 1995 and has over 30 years’ experience in the construction industry, working across the UK and Europe.

Paul spent 19 years working for contractors, rising to the role of Commercial Director before founding Langley Construction Consultants in 2014. His contractor-side experience allows him to bring strong commercial insight and practical advice to clients.

Paul also acts as a Part 35 CPR Quantum Expert and is a RICS Accredited Mediator. Outside of work, he is a keen dinghy sailor and enjoys spending time with his family.

Carl Stratton MRICS

Associate Director

Carl is an MRICS Chartered Quantity Surveyor with 30 years’ experience, primarily in client-side private practice.

During this time, he has worked across a wide range of sectors including heritage works, social and private housing, hospitality, hotels and fund monitoring.

Carl brings extensive commercial expertise and practical problem-solving to projects, supporting clients from early feasibility through to delivery.

Outside of work, Carl can often be found on the sidelines of his two teenage sons’ football matches, either coaching or cheering them on. He also enjoys spending time with his family, shopping and eating out.

Mark Flanagan

Senior Quantity Surveyor

Mark joined Langley Construction Consultants in 2020 and has over 25 years’ experience in the construction industry. He began his career working with contractors in the fit-out sector before moving into client-side consultancy.

Today he provides professional quantity surveying services in both Contract Administrator/Project Manager and Cost Consultant roles, bringing practical industry knowledge and commercial insight to projects across a range of sectors.

Outside of work, Mark enjoys running and spending time with his young family.

Ben Shiolou

Quantity Surveyor

Ben joined Langley Construction Consultants in 2024 as a Trainee Quantity Surveyor while undertaking a degree apprenticeship in Quantity Surveying at London South Bank University. Since joining the business, he has progressed through the role of Assistant Quantity Surveyor and into his current position as Quantity Surveyor.

Outside of work, Ben enjoys going to the gym and supporting his beloved QPR football team.

Caitlin Fung

Assistant Quantity Surveyor

Caitlin joined Langley Construction Consultants in 2023 as a Trainee Quantity Surveyor and has since progressed to the role of Assistant Quantity Surveyor.

She is developing a strong foundation in quantity surveying and continues to gain hands-on experience across all stages of construction projects, from early cost planning through to project delivery.

Alongside her project work, Caitlin also supports business processes and operational initiatives that contribute to the continued growth and success of the company.

Outside of work, Caitlin enjoys cooking, travel, and embraces opportunities to experience new cultures.

Damon Choi

Trainee Quantity Surveyor

Damon joined Langley Construction Consultants in 2025 after graduating from the University of Surrey with a degree in Civil Engineering.

He chose to pursue a career in cost consultancy and quantity surveying and has embraced the challenges of the profession as he develops his technical and commercial skills.
Working as part of the team, Damon is gaining valuable experience supporting projects across different stages of delivery.

Outside of work, Damon enjoys travelling and spending time with friends and family.
